South Hebron, Monday 14.2.05, AMObservers: Paula R., Nomi S. (reporting)Sunday night Hagit called and reported an incident that occurred in the middle of the day in the fields of Hirbet Tawani. Settlers from Havat Maon harassed J’ who was tending his sheep and threatened him. Hagit asked us to take him and a CPT activist who filmed the incident to the police station in Hebron. J’ called the police during the incident but they didn’t come and requested that he come to the police station in Hebron to file the complaint. Hagit asked us to take J’ there and so we did. We took him and Mathew from the CPT to the Hebron police station where they filed their complaint. The police investigator seemed to want to collect clear evidence and in particular to identify the settler in question. In view of the fact that the settler had part of his face covered, it is not clear whether the witnesses will succeed in doing so.We drove most of the usual route and didn’t notice any changes from recent reports.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
