South Hebron, Thursday 2.6.05 AMObservers: Sarit , Elena (reporting)6:30- 9:00Dahariya is closedArad CP manned but there were no Palestinians there.Tawani: J’ told us that he was going to go to Hebron police station later in the morning (he would not go through Kiryat Arba but make a long detour through the Palestinian part of the city). He wanted to deal with the question of the bail he and 4 other villagers had to pay in order to be released from arrest ( the settler who had threatened them at gun point was not arrested , of course). J’ said he feared there might be problems at the police station and that he would phone me if there were. His fears proved to be justified. A little after 11:00 he called me and said he had been standing outside the police station for over an hour ringing the bell, but no one had come to the gate . I phoned chief inspector Yosi who assured me that someone would be sent at once. When I called J’ a few minutes later he reported that someone had indeed just arrived at the gate. The pity is that our intervention should be necessary and that so basic a service to the Palestinians is not provided as a matter of course.Zif junction is open and no soldiers present. All other CPs ( we went as far as Halhul bridge but did not continue to Idhna) –no change, ie no soliders on the ground. Pedestrian traffic through the crossings was very slight

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.

      Checkpoints observed in H2:

    • Zif Junction located on the crossroads that directs towards Road 356 to Yata. Yata is the district city of the southern Hebron Mountains. Usually, this junction is open to traffic. The nearby pillbox is unmanned. But the army and police are present occasionally, sometimes setting up a checkpoint and sometimes detaining residents from the big city. Often,  the Israeli policemen inspect vehicles and distribute driving reports to Palestinian vehicles. s
