Observers: Danya K., Noa L. (reporting)08.20-10.20There is a closure. In Rihan, that means that no Israeli citizens (except settlers) are allowed to go to the West Bank. But there is the usual entry of those with permits for the seam zone / Israel. It seems that people with permits for other CPs (such as Salem) which are now closed, are trying to go through from here.We entered through the sleeve up to the opening of the terminal. There is lively pedestrian traffic, most coming from the West Bank and only a few going toward the West Bank. We measured the time of passage through the terminal; it took from 7 to 17 minutes. Among the fenced-off lanes, the gates, and the carousels, it is hard to find out which people did not get a permit and had to go back. An older man, who has heart disease, tries to enter Israel. Through the fence, he shows us a permit of passage and a medical document, but he is not allowed to enter. A woman soldier answers our telephone call to the District Coordination Office courteously, and tells us that the man does not have a permit to go through at Rihan; his permit is for Salem. According to her, they will let him through at Salem despite the closure because of the medical document. We were glad to hear that and told the man what she had said, and gave him the necessary telephone numbers. An hour later, when we were already at home, we had a telephone call from him saying that he was not being allowed to go through at Salem. When we talked to the soldier again, we heard that he only has a commercial permit (does that mean that he can only go through if he is transporting goods?) and no medical document is filed in the computer. There is no chance that he will get through today; he has to apply to the Palestinian DCO to arrange his passage; he can do that even today if it is an emergency. We told the man what we had been told. We felt very bad about this story: we did not make a thorough examination to find out if he had all the necessary permits; we caused him a needless trip to Salem, not to mention the disappointment. We were ashamed to contact him again to find out how today’s story ended.In the vehicle area, the traffic is thin but continuous; most of the time, more than three vehicles are waiting (about 15 minutes).
