Anabta, Thursday 3.8.2006 AM. Observers: Dalia W. Nurit W.L. (reporting), Natanya translating. Summary. Very slow work seeing that the checkpoint was closed between 10.00 – 1600 . As usual there is no notification in advance to those leaving Jenin that on a particular day there is no way of passing. 9.15 At the exit about 8-10 cars waiting to be checked. One soldier checks and one guards. Everything is done very lazily. Sometimes a car passes without being checked. Those between 15-35 are not allowed to pass. Next to the commander are two men who represent a company in Jordan and who have a van. They say that they pass each day and have a permit but the number of the car does not appear in the lists. And also the driver of a truck who had not been told when he left Jenin that he would not be able to pass. We ask for the umpteenth time why it is beneath the dignity to inform people what the orders are, seeing that they change from day to day. The commander says that he did make a request but nothing had been done about it. What is the problem for example, to put up to put up a board and make the announcements each day. The problem is a lack of good will of consideration for people and to use one’s head. A jeep arrives from the District Commissioner’s Office and after a discussion the driver of the truck is allowed to pass ( he had been there about an hour) but the drivers of the van are sent back. The DCO representative says that they do not have a permit. We again raised the point with the captain of the DCO about the necessity of informing people wishing to exit about the segregation so that they do not come for nothing to the checkpoints. 9.50 Work is being done widening and fixing. The checkpoint was supposed to close between 10.00 to 16.00 and so this has been for a few days so as to finish the work. But the number of cars waiting to exit has increased and the slow checking is not hastened. Some of the soldiers have now received their breakfasts and are eating. We ask that at least the cars that are waiting be allowed to pass so that drivers who have already been waiting for half an hour should not have the checkpoint closed in their faces. Maybe it is possible to open another post and to hurry the pace but the commander says he does not have the manpower. (There are 3 soldiers besides the commander). He will allow them to pass till 10.30 if the work allows. To them nothing is in a burning hurry. After we nag a bit things move a bit faster. There are heavy vehicles the area and the clouds of dust make it difficult to breathe. 10.20 We leave near the time that the checkpoint is to close. We informed the afternoon shift that it would be closed till 16.00
