Bethlehem
Bethlehem: Today residents over 35 with
working permits were allowed to pass. Few workers waited in the
Israeli side for their employees. Border police Jeep was driving
down the valley and shouting to men and women who tried to cross on
side paths to go back. Few people and cars passed at the early
misty hours. Al-Khadr: From here on south, Palestinians private
cars are not allowed to drive on Route 60. 2 busses with 45 days
permit to drive between Bethlehem and Jericho take passengers from
Etzion checkpoint and back. Lots of youngsters going to school on a
dangerous dirt path. The kiosk had a few beds for the late comers-
People can’t return to their homes in Hebron after 22:00. Bus
service ends at 19:00. Etzion, Halhul and Hebron-Tarkumia: These
are vehicles roadblocks. Only Israeli private cars can drive on
route 60. Palestinians must use public transportation and change
vehicles at every barrier. Travelling from Hebron to Bethlehem thus
takes about 2 and a half hours.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
