Hebron
Abu Dis & Sawahre Wednesday 2 February 2005 AMObservers: Levana R. & Ruthi R. (reporting) Shift duration – 06:30 – 09:00Sawahre, en route to the Container – We went first to the garage (where last week a young man helped us change a punctured tire and absolutely refused to accept payment) to bring him a gift. He was happy and so were we.The hills and wadi on the way to the Container are now green and beautiful. It was very cold at the checkpoint. Traffic flowed along, there were very few pedestrians. H., from the District Coordination Office, was not as friendly as before. A truck carrying cleaning products from Ramallah to Hebron was detained until permission was received from Beit-El. H. spoke to the truck driver courteously, both of them phoned to get permission; the truck was detained for 40 minutes. H. went up to the driver several times and spoke with him. When I asked about the delay, H. answered impatiently.Operations at the checkpoint are efficient, the soldiers’ behaviour is less rude, we have no one to talk to and no one to talk about – the checkpoint is running as if it has always been there and this is the proper and natural conditionAbu Dis – there were no Border Police around, a few people crossing through the monastery, walking quickly and looking around them. Some taxis drive along and stop by people, driving off quickly.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
Checkpoints observed in H2:
- Bet Hameriva CP- manned with a pillbox
- Kapisha quarter CP (the northern side of Zion axis) - manned with a pillbox
- The 160 turn CP (the southern side of Zion axis) - manned with a pillbox
- Avraham Avinu quarter - watch station
- The pharmacy CP - checking inside a caravan with a magnometer
- Tarpat (1929) CP - checking inside a caravan with a magnometer
