No workers were seenSamoa – Tractor carrying petrol tank tried to pass over the dust piles and didn’t make it On the other side- No problem for tankers to bring water for Bait Hagai.Sheep J.-Bored soldiers are watching the few people crossing the road.Beni Naim – We saw an old lady climbing up the road while we were watching her through the car’s window.Shayuch – Sair – Military car watching the pedestrians passing the road. The soldiers stay inside the car as there were only few people crossing.From Hebron northward through El Hader, Bait Umar and the tunnel road we saw only few Palestinian cars along the road, no detainees and only settlers waiting for rides were seen along road No. 60.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
