Southern and Western Hebron Hills, Sunday 11.9.05, AMObservers: Judy A. (English report), Didi S. (Hebrew report)Departure 6:30 Return: 9:00On our way to the Sesana roadblock, there were about 10 Palestinians standing on the left side of the road and the border police were checking their identity cards. They were no longer there when we returned. The rest of the shift was routine. Children were walking along the road to school or waiting for transportation. People were moving freely at Dura El Pawer. There were roadblock spikes on the road just after the El Pawer road to slow traffic and soldiers in the pillbox but none on the road. Tzomet Hakvashim was open. Shayuk Sha’ir – school children were crossing the dangerous intersection on their way to school, boys going in one direction, girls in the other. The northern Shayuk: entrance to road 60 was open with traffic freely entering the road. Road 35: Humanitarian roadblock– the gate was closed as usual. Halhoul bridge – Hebron – traffic was moving freely. Idna intersection – soldiers manning the pillbox but the road to Idna was open. There were quite a few cars with PA plates driving on the roads. There were several military vehicles on the road, one escorting an earthmoving tractor. Our return we saw a taxi that had tried to enter the main road from one blocked with earth and stones. The front end was stuck in such a way that he could neither go forward nor reverse direction. Other cars had stopped perhaps to try to help or just to see what happened.

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
