Tarqumiya, Sunday, 26.2.06, AMObservers: Chana R., Tami S.05:45 – 06:45The unit at the CP has improved. The queue was long, we estimated some 1000 people. Three soldiers checked the papers and another female soldiers inspected the coats. From time to time groups of 10 people went through the “arm”. The commander explained that the checking by the scanning equipment is a very slow procedure, and therefore they continue with the regular inspections.Although the people still complain of the long time they have to wait at the CP, the atmosphere now is calm. It seems that the soldiers do all they can to hasten the pace of the checking and be meticulous at it in the same time. Their attitude toward the workers is humane, and we have not encountered any rude behavior. One worker had an inscription in his card that he was not allowed to pass and was referred to the Hebron police station for clarification. Another person came over to us and asked for our help, because his wife ran away from home with his baby, and he wants to see him. We could not help in matters between man and wife.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
