Qalandiya 30/05/2004 Watchers: Tamar F., Phyllis W., Ronny P. and members of her group (sorry, I forgot the names), a guest 3:30, Ar-Ram. Igor, commander of the CP, was in the shack that serves as an “office”, examining papers. In his hostile manner he ordered us to conduct observations from outside the CP. The line of pedestrians was very short and there were no apparent problems. There were no detainees in the CP. The line of vehicles was not very long, but passengers were checked individually. 4:00, Qalandiya. The market near the southern roundabout is blooming but all peddlers have been cleared out of the walkway to the CP. At the CP, lines were short and pedestrians passed through quickly. Bathsheba (of the MP unit that was disbanded) was commander of the CP and Yair was DCO representative. Aside from the soldiers, there were two volunteers present who made a special effort to be friendly. We received permission from Bathsheba to check the line of vehicles. The CP appeared to be operating routinely. There were no detainees and almost everyone, with the exception of a few whose documents cited their address as Hebron, was allowed to pass.Ronny P. and her group arrived about 4:30 and met a group from Sweden and Holland, lovely people who listened to Ronny’s explanations about the CPs and MW.We left the CP at 6:00 and went to Jaffer on our way to Ar-Ram. We spoke with M. and promised to try and help with the aid of friends in Doctors for Human Rights.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
