Hebron And Hebron Hills Monday 15.8 AMObservers: Hagit S, RayaY, Hagit B (reporting)7:30 -11:45Summary: the routine of occupation which is summed up in what a soldier at the CP in the C-asbah of Hebron said to me: “Do you want me to treat you as I treat them ?” (meaning the Palestinians); also the sight of an ambulance stretcher on which a 70 year old woman was carried over the road block at the Shiyukh-Hebron crossing (see the attached photo). The roads are almost empty –there are no Palestinian cars and only a few military vehicles. Before reaching Sansana CP at the turn-off to Sansana we saw a Hummer and 4 soldiers -we went up towards Sansana –the road is on the green line and the building of the wall is advancing apace. 4 soldiers were guarding the machinery. The road alongside it is being laid down. In our area the ‘fence” consists of an 80 cm cement wall topped with three rolls of barbed wire. The soldiers tried to make us go away –they stopped an Arab dirver to check if he was carrying illegal Palestinian passengers –they let him go after a short while. Sansana CP: we were waved gthrough . The closure continues and there are no workers.Congo CP – bored reservists and a settler driver who curses us. There are no Palestinians and no traffic. Susia CP –No Palestinians and no traffic. Zif junction- the gate is open –almost no traffic. Shiyukh- Hebron: The shocking sight of an ambulance transferring an old woman through the roadblock – she lives in Shiyukh and she has to get to the Aliaya hospital in Hebron – see the photo- there are no soldiers and people are crossing route 60 from taxi to taxi. The humanitarian gate – closed. The pillbox is manned nad the soldiers are engaed in shotting practice. Halhul bridge – open ; the gate from route 35 is closed as usual. Sheep’s Crossing – only a few pedestrians crossing from taxi to taxi . Beit Haggai – the CP has gone and only the settler’s shed with it’s racist posters remains. Dura- al Fawwar –the spikes have been removed from route 60. Sparse traffic flows. Carame –the gate is open. Dahariya = the gate is slosed. Samoa all the road blocks are high as usual. Work on the wall : they have reached the stage of casting the cment. Palestinian workers are building the wall.HebronWe thought it important to go into Hebron today the first day of the disengagement to see what was happening. The guard at the Kiryat Arba gate let us go through without any difficulty – he already knows us and to him our driver I. is an honorary Jew. On Tuesday last week when we took Palestinians to give evidence at the policed station in Hebron , he did not allow them to enter Kiryat Arba. The worshipper’s axis: the gate at the entrance is closed –this is a novelty. It appears that the army forbids Jews to walk along this route without a military escort – there is no sign saying this –we learned this when we reached the CP at the bottom. The soldiers at this CP are from Golani- the BP who usually man it are busy with the disengagement. The closed circuit cameras can see every movement we make. A few Palestinian kids from the families who still live here are playing outside. The parking lot at the Machpela cave – the few Palestinian shops that had remained there are closed and an enormous poster (against the disengagement) has been stuck up there – see photo. The CP at the entrance to the Machpela cave is only for Muslims – It is manned by BP. We met there representatives from the UN police force who reported that they had been told that they had better not go into the Tel Romeida quarter. The CP at the Sharabati family’s house – soldiers are there. The CP at the entrance to the Patriarch Abraham’s quarter. – a lone paratrooper and no people there. The CP at the entrance to Abu Snaan quarter near the bus stop – 3 soldiers . Shuhada street – the whole road is deserted . The graffiti have been removed.Casba CP – under Beit Romano. In the middle of the road next to it there is a police pillbox. One policeman briefly checks the ID of a Palestinian. The soldiers are paratroopers and they tried to get us to leave. One of the soldiers phoned the commander when we refused, asking for instructions . The political views of these soldiers were very clear. The CO said we had the right to be there = if we signed a form saying we freed the army from any responsibility if anything happens to us. We agreed to sign – but there were no forms and the soldiers calmed down a little. Since there were no Palestinians we left anyway. Beit Hadassa CP is manned by one soldier who is there for 4 hours at a time with his gun cocked. Lower Tel Romeida CP-beyond this one can see the busy streets of the Palestinian city. The Jewish quarter lies between Abu Sna’an and Tel Romeida quarters and the other Palestinian quarters of Hebron. To pass from the two quarters to the market and the city center you have to go through the CPs. The Jewish quarter looks very empty today –apparently everyone is in Gush Katif. End

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.

      Checkpoints observed in H2:

      1. Bet Hameriva CP- manned with a pillbox
      2. Kapisha quarter CP (the northern side of Zion axis) - manned with a pillbox
      3. The 160 turn CP (the southern side of Zion axis) - manned with a pillbox
      4. Avraham Avinu quarter - watch station

      6. Tarpat (1929) CP - checking inside a caravan with a magnometer

    • Zif Junction located on the crossroads that directs towards Road 356 to Yata. Yata is the district city of the southern Hebron Mountains. Usually, this junction is open to traffic. The nearby pillbox is unmanned. But the army and police are present occasionally, sometimes setting up a checkpoint and sometimes detaining residents from the big city. Often,  the Israeli policemen inspect vehicles and distribute driving reports to Palestinian vehicles. s
