A problem comes up when an agricultural worker with a tractor pulling a trailer is asking to transport what the soldier calls “merchandise” which consists of metal parts that are supposed to make up a shed or another kind of facility. The sergeant doesn’t allow it, saying it is impossible to transport merchandise through this gate. The permits are the right ones, but the gate isn’t, so he should try the lower gate in Jubara.Eventually, the agricultural worker informs us that later in the day he succeeded in crossing at the northern gate of Jubara. Another agricultural worker who has a passage permit for gate 22 is not allowed to cross because it is from the DCO of Qalqilia and not Tulkarm. [DCO – District Coordination Office of the IDF Civil Administration, that handles passage permits]. Nothing helps. The DCO cannot/doesn’t want to help either.Jubara, at the square07:45 – There are no laborers in the whole area. Only soldiers are here. From the direction of Tulkarm, there is no traffic either. The soldiers have no explanation for that.Anabta08:00 – The passage to Tulkarm is opened to everybody, including taxis whose working area is Tulkarm and the villages Shufa, Beit Lid and an additional village in the neighourhood. Leaving is prohibited to men aged 15-30. The traffic is flowing and there aren’t many people. Students are allowed to pass according to permits.
