Al Khadr, Bethlehem, Abu-Dis 29/5/2004 Wachers: Rachel H., Nurit L., Nina M. ( reporting), two guests Al Khadr roadblock, 7:15-7:30. Very active movement of buses and transits to and from Hebron; no army presence. Drivers tell us that there is no problem at Gush Ezion junction. Bethlehem (checkpoint 300), 7:40-8:00. Border Police behavior at the checkpoint is disgraceful: silly laughing and great pleasure in telling us to go away. Some cars with yellow plates can enter Bethlehem. We observed a lot of bypassing the checkpoint by women, some with children. It was difficult to observe an older, heavy woman, running away from soldiers. Later on, we spoke with her. She is a headmistress of a school in East Jerusalem. She has to sneak every day to her work because she’s been denied a work permit for two years already. By the way, most Palestinian schools are closed already for the summer vacation. Abu-Dis, the Pishpash gate (bawaba), 8:20-9:40. Very intensive movement of people through the passage. No Border Police present. A lot of vehicles waiting for passengers. Local drivers mention J. as a Border Policeman who is very rude and brutal. The hotel is empty, no sign of soldiers presence. At Beit Fage — a jeep. The driver, M., harasses a group of women, teachers with Palestinian IDs. We go out from our car and just observe. Our presence has the proper effect, and the IDs are returned and the women are allowed to proceed towards Jerusalem.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
