Bethlehem, Al Khadr, Etzion and South 31/5/2004 Watchers: Maya B., Yehudit E. (reporting) Note: No visible presence of military from Al Khadr to the northern entrance to Halhul. The first soldiers we observed were at Nebi Yunas, the southern entrance to Halhul. Bethlehem: Very few pedestrians and vehicles, which were let through within a few minutes. About 5 detainees were standing facing the wall. When we remarked about this, they were allowed to turn around, and sat down. Al Khadr: No soldiers in sight. Lots of taxis awaiting passengers, and many people walking in both directions. Etzion: Free passage of cars around the new roundabout [traffic circle at the junction]. Etzion DC0 [IDF Civil Administration office]: The same old puddle of standing water at the entrance. Inside the waiting room, about 15 people. One of them went to the window with receipts of fines paid by Haya O. Another had something scribbled in Hebrew on his application, which even we could not understand. He was allowed to go back to the window a second time for an explanation. El Arub: No jeep at the entrance. Nebi Yunas (southern entrance to Halhul): 3 soldiers checking cars, rather perfunctorily. Their task was, as they told us, to stop Israeli Arabs from entering Halhul. At the junction, a handlettered sign saying “No Entrance to Israelis.” “Humanitarian” checkpoint, entrance to Hebron [for medical and urgent cases]: 3 soldiers allowing passage only to cars in this category. The others must pass through the Halhul bridge. We got a detailed explanation of the rules.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
