Ar Ram, Qalandiya 27.02.06 p.m.Observers: Judy A, Noa A, Lizi S (reporting)Ar Ram. There are detainees such as those who were taken out of cars and those that were “hunted down” in open areas. They are kept seprated. Not one has filled out the forms. In answer to our question as to why, the answer was “only the one who is catches them can fill out the forms. I have 3 hours. That’s the law”In the meanwhile, he had a pile of the i.d.’s in his hands and our presence was not comfortable for him. It turns out, of course, that the law he cited is not in force and the soldier who caught the detainees can transfer the task of filling out the forms to someone else.Qalandiya: We spoke with the peddlars and then went to the checkpoint for vehicles.There was a minute or two wait between each inspection. The drivers aparently are fearful of getting near without being summoned and the soldiers don’t go out of their way to signal to them. So, after one car passes, they wait a few minutes and then the soldiers signals and the driver goes ahead.The pedestrian checkpoint: We met a woman, mother of an autistic child who told us that her friend in our organization helps her considerably in getting her child through the passageway. Everytime she has problems, when the child doesn’t behave properly in the eyes of the soldiers, she contacts her friend and the passage is taken care of.The passage is quick and sad. We continued on to Ar Ram. Ar Ram. Some of the detainees who were there when we arrived were still not released and we asked the commander of the checkpoint why. He smiled and said in army talk. “We have laws, we make every effort”. From what appears, they are of course not making any effort to release these detainees to their homes. We were at least able to see that their forms were filled out and we left.
