(reporting)Natanya translating.We are glad to say that the commander of the checkpoint and the captain from the DCO were very humane and created a good atmosphere. But the checkpoint still remains inhuman.7.40 Tapuach checkpoint: A long line of cars war waiting. A jeep arrives and a major gets out and introduces himself to us. second lieutenant A. who immediately leaves and then the cars pass freely.8.14 Hawarra: 5-7 cars going into Nablus. The entire time that we were there there were few pedestrians.At 8.20 – The X-ray device arrives …it was supposed to be there at 6.00. 15 cars (according to A. the commander at the exit from Nablus. A driver tells us that they waited an hour. Two others said for two hours. At 8.50 10 cars waiting to leave Nablus.9.00 – A driver of a private car who has the necessary permits to leave Nablus on his way to Hebron is ordered to go back because he by-passed the line. He said that he had been in line but had found that he had forgotten his ID and so had gone back home to get it. Therefore he did not stand in line again. The soldiers demanded he do so but he refused. At 9.15 after a long discussion with A. who says this may be a lie. We say but if it is true it is not right to send him back to the end of the line and A. agrees and allows him to go on his way. A loaded station wagon is not allowed to leave Nablus and is sent to Awarta… back on back checkpoint and also a tender with vegetables which arrives. 9.20 – At the market of Hawarra there is only one trader who says he is not afraid that they will chase him away.9.30 DCO Hawarra: 5 people waiting outside, one says he has been there since 7.00 and another 8.00…this is when the DCO opens. We do not understand why they are standing outside in the sun and the guard in the sentry post says he has been told that they are not allowed in. We ask to speak to the DCO representative who comes out after a short wait, second lieutenant D. who is also surprised to see them waiting for such a long time and for nothing. He goes in to check and comes out to tell them that the computers have fallen and there is no service to the public, only for humanitarian reasons. In the meantime more people arrive including two women. D. takes in a man and a woman….a humanitarian case…and two men waiting for the secret service. He could not say when the computers would be working again and when we advised the Palestinians to phone the DCO before coming again to find out whether it was worth it they seemed surprised at this possibility. D. gave them the phone number.10.20 Hawarra checkpoint: A driver who drove too fast and not in line is stopped. The reason given was to check is ID. He is being punished and in the enclosure since 10.00. A. promises us that within a quarter of an hour he will be freed. But he leaves and the soldiers are in no hurry to do so. At 10.45 a lieutenant arrives to replace him and when we explain the matter to him the Palestinian is released. At 10.55 we leave.

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
