Abu Dis & Container Sunday 20 March 2005 PMObservers: Ofra B. & Aya L. (reporting) 15:30 – 18:00Summary – A fine of NIS 1000 was imposed on an Israeli who entered Area A. Three Israeli Arab women were caught on their way back from Hebron, but were released with a caution. Nothing special otherwise. 15:30 – The Container – When we arrived there were detainees; the computer was down but was repaired a few minutes later and everyone was freed.Pedestrian and car traffic flowed uninterruptedly.Three Israeli Arab women from Haifa were caught returning from Hebron, and taken out of the taxi. They – and we – were told that they had transgressed the instructions of the Commissioner of Police, that Israeli citizens may not enter Area A. A Border Police soldier said they catch about 20 Israeli every day, who are usually released if it was their first time.The fine for this offence is NIS 1,000. It’s not clear if they are fined on the spot, or whether people are taken to the nearest police station or if they sign an undertaking to present themselves at a police station. Whatever the case, the huge fine is a strong deterrent, and it completely cuts off people from Area A.The three ladies from Haifa were released without a fine, and organised a ride to take them home.17:00 – Abu Dis – We drove along the wall up to the Cliff hotel, and on to the second house in the settlement. A little further on there’s a large opening in the wall, where previously we saw excavation work, but now there’s just an opening.17:15 – The Monastery – Many pedestrians. There was no Border Police presence.

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
