Bethlehem, El Khader 17.02.04 Observers: Lital Y, Rina R, Neta E At the Bethlehem checkpoint, the border police tried to prevent us from getting near to the checkpoint, but we were determined and near the inspection point, we met the inspector Arik who knew about us and our activities. According to him, the men on guard were new and didn’t know that we are permitted to stand near the inspection point. Take care not to give in to the soldiers and to demand our rights to stand as close as possible in order to see what is happening at the checkpoint. The passageway for the Palestinians is neglected, muddy and smelly. We noted that to the officer. Very few people and very few vehicles. The checking of papers took little time. There were two detainees. El Khader: Two workers approached us and showed us traffic tickets that they received at the Husan junction. They were for passengers in the back seat not wearing seat belts in the cab bringing them from Hebron and were for 100 shekels each. This thing is annoying and angering and if any one has an idea for how to stop this outrage, please let us know.We met Ibrahim who had to relay documents and photos to the humanitarian hotline. The army burst into his home two years ago and caused damage to the house and struck the landlord. The hotline is dealing with his complaint and they asked us to serve as mailcarriers. Ibrahim invited us to his house.

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
