Hebron: Only 28 Palestinians have permission to drive their H1 area
Palestinians are forbidden to drive in Area H1, which includes the Jewish settlement, under Israel’s
security control – except for 28 Palestinians who have authorizations.
This week our friend B. joined the select group. “For twenty years I haven’t been able to park next to
my house,” he tells me, tears glinting in his eyes. He’s worried about the neighboring settlers in Beit
HaMeriva who are renovating the lower floor. He energetically cleans his new car.
A dear man, a Palestinian, tells us he’s been waiting months for a vehicle authorization.
Palestinians cluster around us. They’ve come out to warm themselves in the sun. Many of them have
been blacklisted by the Shabak. Our hearts sink in anger and frustration in the face of these injustices.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
