Huwwara, Monday 19.2.2007, AMObservers: Rahel A, Miki F. (reporting)Translation: Ruth F.There were no special events. Segregation on men and woman between the ages of 16-30 from Tulkarem and Jenin, they were not allowed to pass southern to Nablus. 06:50 Zita, Marda: The iron gates were open. When we returned with the drivers to the entrance to Jamin-Zita, it was announced that the gates, on that night, would be left open.07:05 The checkpoint of the settlement Tapuah (Za’atatara):From Nablus to Ramala: About 20 cars were being inspected at the regular lanes and there was a humanitarian lane for ambulances. The soldiers did the inspections quickly without making any difficulties- that average time for one car was about one minute.Two buses were told to park in the parking lot. The passengers IDs were taking and examined, they were given back after 8 minutes.The total duration that one car spent in the junction was about 10 minutes. The checkpoint commander told us that there was a segregation on Jenin and Tulkarem residents between the ages of 16-30, but teachers and doctors with permits from these places were given permission to pass from the DCL.The Israeli police is earning good money- a car driver got a fine for 250 Shekels. The policeman wouldn’t talk to us. We exchanged telephone numbers with the driver, in case he needed help paying the fine or wanted to ask us something.From the east: When we arrived there were about 10 cars in line. The soldiers here as well, passed the people quickly, it took approximately 5 minutes. There was a line at that area during our whole shift. 07:50 The checkpoint of the settlement Yitzhar (Burin):On road number 60 there were no checkpoints. On the road from Jit we saw a hammer but there were no cars in line. 08:00 Huwwara checkpoint: Pedestrians: Many people were entering Nablus. People from Jenin and Tulkarem of the ages 15-30 were not allowed to exit Nablus.At the exit from Nablus: about 30 people were in line. They passed quickly without any delays through 2 inspection posts. The magnometers didn’t work and from time to time people were told to raise there shirts.The humanitarian line was open the whole time and woman and people above 45 years of age, passed through it quickly. Vehicles: At the exit of Nablus: about 5 cars. The average inspection time was 7 minutes.At the entrance to Nablus: there wasn’t a line. As soon as a car turned up, a soldier inspected it, made sure it had a permit and let it pass.Detainees: at the isolation cell there was a man who had been detained since 7:00, he was probably a computer technician and among his tools the soldiers found a Chinese cleaver. Even though M from the DCL asked the checkpoint commander to let him pass, the commander still insisted on making for inquiries with the secret services. The commander said that as soon as he got an order he will be released and he made a call every half an hour to find out what’s going on.At 9:00 he got summoned to come to the secret services on Monday, but he was still detained. We drove off to Beit Furik and staid in touch with that man. When we saw that by 9:30 he still wasn’t released we called the humanitarian center and tried to hurry his release. He was finally released at 10:15. 09:20 Beit Furik: There weren’t any cars or pedestrians standing line.The soldiers let anyone that arrived at the checkpoint to pass quickly. The drives told us that there were no problems, but the complained that the checkpoint closed each day at 19:00. We asked what happens with those who come to late- we were told that sometimes they call the DCL and the soldiers open the gates, but sometimes the soldiers tell them to go back to Nablus. We asked them to keep us posted. Noami will take care of out complaint against the regiment commander and the brigade commander. 10:00 Awarta: The checkpoint was deserted. The porters told us that from time to time an Israeli car came to unload its merchandise. On of the drivers was refused passage by the secret services and he asked that the prevention be lifted and that he be granted a permit for mobility during the siege. We gave his details to Sylvia. 10:20 Huwwara: There were more people heading out- but again there weren’t any particular delays. A young man from Ramala wanted that his sister, who lives in Jenin, pass, but she was refused passage and had to go back. 10:50 Yitzhar settlement junction (Burin): We saw a line of about 3 cars from Jit at the checkpoint.

    • The Huwwara checkpoint is an internal checkpoint south of the city of Nablus, at the intersection of Roads 60 and 5077 (between the settlements of Bracha and Itamar). This checkpoint was one of the four permanent checkpoints that closed on Nablus (Beit Furik and Awarta checkpoints to the east and the Beit Iba checkpoint to the west). It was a pedestrian-only barrier. As MachsomWatch volunteers, we watched therre  since 2001  two shifts a day -  morning and noon, the thousands of Palestinians leaving Nablus and waiting for hours in queues to reach anywhere else in the West Bank, from the other side of the checkpoint the destination could only be reached by public transport. In early June 2009, as part of the easing of Palestinian traffic in the West Bank, the checkpoint was opened to vehicular traffic. The passage was free, with occasional military presence in the guard tower.  Also, there were vehicle inspections from time to time. Since the massacre on 7.10.2023, the checkpoint has been closed to Palestinians.

      On February 26, 2023, about 400 settlers attacked the town's residents for 5 hours and set fire to property, such as houses and cars. Disturbances occurred in response to a shooting of two Jewish residents of Har Bracha by a Palestinian Terrorist. The soldiers stationed in the town did not prevent the arson and rescued Palestinian families from their homes only after they were set on fire. No one was punished and Finance Minister Smotrich stated that "the State of Israel should wipe out Hawara." Left and center organizations organized solidarity demonstrations and support actions for the residents of Hawara.

      Hawara continued to be in the headlines in all the months that followed: more pogroms by the settlers, attacks by Palestinians and  a massive presence of the army in the town. It amounted to a de facto curfew of commerce and life in the center of the city. On October 5, 2023, MK Zvi established a Sukkah in the center of Hawara and hundreds of settlers backed the army blocked the main road and held prayers in the heart of the town all night and the next day. On Saturday, October 7, 23 The  "Swords of Iron" war began with an attack by Hamas on settlements surrounding Gaza in the face of a poor presence of the IDF. Much criticism has been made of the withdrawal of military forces from the area surrounding Gaza and their placement in the West Bank, and in the Hawara and Samaria region in particular, as a shield for the settlers who were taking over and rioting.

      On November 12, 2023, the first section of the Hawara bypass road intended for Israeli traffic only was opened. In this way, the settlers can bypass the road that goes through the center of Hawara, which is the main artery for traffic from the Nablus area to Ramallah and the south of the West Bank. For the construction of the road, the Civil Administration expropriated 406 dunams of private land belonging to Palestinians from the nearby villages. The settlers are not satisfied with this at the moment, and demand to also travel through Hawara itself in order to demonstrate presence and control.

      There are about 2500 inhabitants in the village. A large part of their lands was confiscated for the benefit of the settlement of Ariel, some of whose buildings are adjacent to the village.
      They often feel under siege. At both entrances to the village from the main road (505) there are checkpoints and the army does close the yellow arms from time to time. The inhabitants of Marda own olive groves behind a fence. Rarely are they allowed to cultivate their agricultural plots
