| Morning

Ar-Ram, Qalandiya 21.12.04 a.m.Observers: Ilit R, Rahel A (reporting)6:30 – 9:00A typical day with no unusual incidents6:30 Ar-Ram: At this early hour, all was quiet. At our request, they removed the traffic spikes that were in the road through which the children would be passing.7:00 Qalandiya: A new DCO representative who took Emil’s place today was very efficient, courteous, spoke fluent Arabic (even though he was not a Druze), was flexible and immediately solved individual problems. In response to our question, he said that Palestinians from greater Ramallah of all ages can pass with an i.d. Others, between 16 adn 35 need a permit.Announcement and Request to the afternoon shift in Qalandiya:A Palestinian UNRWA worker crosses every day in the direction of Ramallah and returns to Jerusalem in the afternoon, implored us to please be at Qalandiya between 13:00 and 14:00. A lot of people cross at that time, there is pressure, and the relationship toward the people is dreadful. Perhaps we could help. We heard similar comments from others.8:30: Return to Ar-Ram. Quick movement of both vehicles and pedestrians. Taxi drivers tell us that the police stopped all transits near the checkpoint. It appears a moving service has grown up on both sides of the checkpoint and generally, the police do not interfere. Today, the police decided to implement the regulation that private transits do not have the right to transport passengers, and so a lot of drivers with Israeli i.d.’s, who pay taxes and VAT found themselves without work in Ar-Ram near the checkpoints. At the same time, all the transportation of school children was messed up. They asked for our help but there was nothing we could do.
