Jubara, Anabta, Saturday, 11.2.06, AMObservers: Ruthi Z, Odelia S (reporting)07:05 – at Jubara checkpoint, the line of people coming out of Tulkarm southward is as usual (ten people). A Jordanian citizen is trying to cross. The officer is attempting to help.07:25 – at the entrance to Jubara village, a soldier tells us that we must park by the checkpoint and cannot drive into the village. I explain to him that this isn’t correct, and those are not the standing orders (after all, we are there every second Saturday). He moves on, and apparently will “slide” out of it. We drive up to the Children’s Gate. The soldiers are already there when we arrive (we are told that they arrive at 07:30 in order to open). They say that two busses have already passed with children, as have some farm workers. We see no one except for a rolling checkpoint (which has already been seen before) way down the road south from Tulkarm, with a line of people and vehicles on both sides. Five minutes later the soldiers close the gate and drive off. At the exit from Jubara village, the same soldier locks the gate in front of us and says he is calling the police who will arrest us and take us from there since we have broken the law. I am compelled to leave the car inside and walk across to the officer (who is very rational). I explain the story and he immediately softens up, but backs his soldier contending that there is such an order, and we are forbidden entry to Jubara village. Indeed?!08:00 – at Anabta the “quarantine” policy is being enforced. A long line of some 15 vehicles are asking to leave from Tulkarm district. In the other direction the traffic is quite smooth – almost no wait. An Israeli Arab wanting to enter tells us his woes. His father lives in Tulkarm, and every time they raise difficulties and don’t allow him to visit. He is continuing to try. “If it doesn’t work, then I’ll go around through the fields.
