detainees, the “crop” of this morning’s men hunt. Almost
all were day laborers from the Hebron and Bethlehem district,
caught by border policemen early in the morning (as early as 5 –
5.30 AM). Many held valid permits, and some were even allowed to
cross to Jerusalem at the military checkpoints; nonetheless they
were now stopped and taken to this small open court, just outside
the US consulate, where they were held for hours and hours under
the sun. Some were in their fifties if not older, all tried to
crowd under the shade of one cherub tree. The younger ones managed
to sneak into the gasoline station and fill empty bottles with
water, which they distributed to others. They were ordered to shut
down their cellulars and prohibited from talking with us. This
scene was quite unbelievable, given that it took place in the
middle of the day, at the corner of a major street, exposed to all
passers-by (none of whom, except for one Palestinian man, bothered
to stop). BP headquarters (in Jerusalem) claimed that they were
waiting for security clearances. The men were apparently released
at 12.30. An acquaintance told us that some border policemen
smashed cellular phones belonging to several of the detained
workers, and slapped one worker in the face.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
