South Hebron Monday morning, 31 May 04 Observers : Paula R., Yeela L., Nomi S. (reporting) We left Shoket at 6:30. At the Shim’ah CP: trucks going in the direction of Beer Sheva were checked. At the Dura –al Fawwar crossing: free passage for vehicles and pedestrians. At the Sheep’s Crossing (Yatta -Hebron): free passage for pedestrians. A Humvee was patrolling Hwy #60. Very little traffic. As we turned towards Hebron we saw more vehicles with Palestinian plates.We got to the Halhul –Hebron bridge at 7:40 AM. It was open to pedestrians only, and again the young men coming from the direction of Hebron were checked one by one. The queue was not long and the checking proceeded efficiently. A young boy had his bag checked thoroughly. It contained mostly food. Yeela talked to the taxi drivers on the Hebron side. They reported that a busload of detainees had been taken to Kiryat Arba a couple of days ago. Our informants didn’t know whether they had been released. On the Halhul side 5 young men had been detained. Their IDs were being checked by the GSS [Israeli Security Service]. They were told that they could sit in the shade since it would take a while. One of them, a school teacher, was concerned that he would be late for work. Another, a student, was worried that he’d be late for an exam. We tried to speed up their release, and we heard the soldier trying to get a response from the GSS, but to no avail. This soldier (Angel) from Regiment 405 was quite talkative. He explained that there was a security alert out and they were stopping people with certain characteristics (e.g., from a certain neighborhood). He added that detainees were often sent for questioning in order to get them to collaborate. We left at 8:15 AM. At the Shiyuch crossing: pedestrian passage was unhindered.

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
