Hebron and Hebron Hills Tuesday 8/11 AM and PMObservers : Michal Z, Hagit B (reporting)10:30 -14:30The CPS on the way: Routes 60, 356,317: Sansana – No detainees. We saw surveyors at work but we had no time to get details about what they were doing – at all events they were guarded by a soldier in uniform. The fence – the road running along it has been completed. Our driver I. told us that near Eshkolot the fence has already been completed ( because of the enormous area we have to cover we don’t manage to get to see all the places in it). Samoa –the road blocks are high, as usual. Daharia: the gate is open but enormous boulders block the road. Dura- el Fawwar- Cars cross the road on which there is an unmanned partial road block consisting of moveable cement barriers. The pill box is manned. Sheep’s Crossing –the condition of the crossing has been slightly improved. Zif Junction- the gate is open – boulders bat the way. In general, there was no traffic at all on the roads-neither settlers’ or army cars, nor Palestinian taxis, perhaps because we were there later than usual. It is clear that the bulldozers don’t rest and we saw one in the army base at mount Manoah.HebronTwo very unusual things occurred.1.A few Palestinian children and teenagers walked along the Worshippers Route with us. As we approached the Machpela Cave, the children ( aged 7-8) threw stones at us but the older kids stopped them.2.On our way back from Tel Romeida CP, the soldier at the army post opposite Beit Hadassa asked to see the contents of our bags. He had received a report over the phone that a Palestinian had passed something to us – which of course was untrue. Besides there had been no Palestinians around at the time.We climbed up to Cordoba school and met 4 young members of the Ecumenical Group who escort the children to and from the school every day. We went with them to Tel Romeida CP. The children passed through without any special difficulty. We talked to the Headmistress and she said she would be happy to testify before the Knesset committee on Children’s Rights.Palestinian housewives whom we greeted on our way to the school told us that there had been no trouble today.Pharmacy CP – 10 detainees were there when we arrived. The Palestinians said they have been detained already for an hour and the soldiers said – for five minutes – and they were released the moment we arrived.Kasba CP-there were no detainees and almost no pedestrians. We met a group of activists from the Organisation for French -Palestinian Solidarity . They were very pleased to see us. At first they pretended they were tourists. We raised an eyebrow – who comes to Hebron to tour? Then they saw our badges and relaxed and we talked together for about 20 minutes.

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.

    • Zif Junction located on the crossroads that directs towards Road 356 to Yata. Yata is the district city of the southern Hebron Mountains. Usually, this junction is open to traffic. The nearby pillbox is unmanned. But the army and police are present occasionally, sometimes setting up a checkpoint and sometimes detaining residents from the big city. Often,  the Israeli policemen inspect vehicles and distribute driving reports to Palestinian vehicles. s
