Hebron Hills, Hebron and Tarqumia Wednesday 21.2.07 Watchers: Ofra B., Tzipi Z., Adi S.(reporting)07:00 – 09:30Meitar CP- About 20 workers in line were observed, line proceeded quickly.Samoa – New house structure, seems to be in advanced construction stages. Should be interesting to follow-up onDaharia – Many children walking to school on the side of the road. We are concerned at the thought of a driver that might accidentally drive off the road.Dura – Al Fawwar: No soldiers in sight, open in both directions to traffic and pedestrians.Sheep’s Crossing: Open to pedestrians, 2 soldiers in army jeep.Hebron – The city is quiet, the kids are already in school.Pharmacy CP – Very few pedestrians, the soldiers tell Tzipi she can’t video today, but refuse to offer an explanation. 2 women from CPT greet us. They say there were no events while the kids were going to school. We see a local TV station news team nearby. Shuhada Road completely empty.Tel Romeida – “Nahal” soldiers in CP tell Tzipi she can’t film, but after she assures them she isn’t taking their picture, they allow it. Palestinians pass quickly and quietly without any attention from the soldiers. A TIPH observer tells us that she’s concerned about tomorrow’s arrival of “Giv’ati”. The soldiers also agree it might not be a smooth transfer, since “Giv’ati” soldiers will come from Gaza where they’re used to more severe check-ups. The soldiers recommend we come more often during the next month, until the paratroopers replace “Giv’ati”.Up in Tel Romeida – complete silence. One Palestinian is delayed for about 10 minutes while his details are being checked. We ask about the long delay, but the soldiers wouldn’t give us details or a concrete reason. Shiyuch- Hebron: An army jeep was watching the crossing. Route 35: The Humanitarian gate: Closed; Halhul- Hebron bridge: Open; Ziv junction: Open, no soldiers.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
Checkpoints observed in H2:
- Bet Hameriva CP- manned with a pillbox
- Kapisha quarter CP (the northern side of Zion axis) - manned with a pillbox
- The 160 turn CP (the southern side of Zion axis) - manned with a pillbox
