Tarqumiya Wednesday morning, 3 November 2004Tamar B., Leah S. (reporting)We arrived at 05:35. The checkpoint is manned by Border Patrol soldiers normally stationed in Hebron, substituting for the regulars who are away in training. A few cars wait for the License Authority, and a few Transit vans [multipassenger taxis] with workers on the Israeli side. Very few workers arrive and about half of these get sent back: last week’s order from the DCO [IDF Civil Administration, that issues passage permits] to disregard all permits issued prior to Oct. 17, and demand new ones, has been put into effect today at the checkpoint. The soldiers are constantly busy arguing with those who get sent back. The only incident: two workers (with valid permits!) wanted to take with them a car battery and were denied that. A Transit van that passed afterwards was checked and the battery found inside. The checkpoint commander got angry (and rightly so, we thought), took their papers for checking, and released them to go back and dispose of the battery after a half hour. Four trucks with Palestinian license plates carrying “Quarry” signs and filled with rocks crossed into Israel. We left at 06:25 when it became clear that no buses of family visits to prisons were expected today.

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
