Tarqumiya – 21.7.04 AM Observers: Ahinoam M., Varda Sh. (reporting in Hebrew, translation : Elena) We arrived at 5.45. There was a queue of 15 men who went through quickly in groups of five. Although workers continued to arrive the queue advanced quickly and there were no delays. At 6:20 there were were no more men in the queue.At 6:25 2 buses arrived + a Red Cross jeep.At 6:50 another bus arrived.According to the people from the Red Cross the passengers were from Hebron and Bethlehem. They visit their loved ones in prison twice a month. Each visit lasts 45 minutes. At 7:20 the guard changed. It is beginning to get hot and the soldiers pass the workers and tradesmen through one by one. The tradesmen tell us that yesterday evening they were not allowed to take their merchandise through to the other side. According to them –a new officer had arrived with new orders. When I asked him : What did you do? He said he had used an alternative, illegal route to take his merchandise through.At 7:20 the police escort arrived and the buses set out on their journey (they waited for about an hour). Before we leave the queue continued to advance and the Palestinians were passed through in fives.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
