Etzion DCO: Who in the DCO collects a fee for arranging meetings??

Two weeks ago, nothing changed at the DCO. One person came for questioning and the rest for the magnetic card. Only one family, of Christians (interestingly…) managed to arrange the meeting themselves, the rest paid various amounts to someone who apparently pocketed the money.
Yesterday, for personal reasons, we couldn’t go out.
