Ar-Ram, Qalandiya 9/5/2004 Watchers: Neta E., Rina R., Marit T. (reporting) 6.45, Ar-Ram. The queue is small, the crossing fast. Noam, who seems to be in charge, is exceptionally rude. To our resentment, he reacted to our presence there by telling another soldier: “Phone the Women in Green”. Tzachi, the commander of the whole area (if I’m not mistaken), arrives. We complained, and some of the rudeness vanished. 7.30, Qalandiya. Not many people in the queue. Passing is fast. No crossing from Nablus, Jenin and the vicinity. Many were turned back.This included 2 women from Hebron. We were told that Hebron was included. Neta called Fares. It turned out that the source of the orders was not clear. An hour later Fares announced that the women could go on.There were 5 detainees: 2 students from Haifa who were waiting for the blue police; a man that presumably tried to avoid the regular queue and waited for GSS clearing; and 2 middle aged men. At 9.30 they all got their IDs back without any further explanation.There is an apparent difference between the 2 units there.Oron, in charge of the MP, is really fair and efficient. Ma’ayan, in charge of the engineering unit, is hostile and rude. Moti, one of his soldiers seems to be the source of most of the troubles. The Seam Line man was furious about us. As we paid no attention, he realized he could do nothing about our presence there.The case with the 2 women from Hebron shows again, how unclear orders cause arbitrary behavior.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
