Ar-Ram, Qalandiya Monday morning, 10 May 2004 Watchers: Yehudit E., Noa S., Talia, Osi M. (reporting) Main points: At Qalandiya, Ar-Ram, Anata, the traffic is moving, although waiting is sometimes long in this rush hour. Qalandiya CP is open for residents of Ramallah and the area.We didn’t observe any detainees. 6:40, Anata. Pedestrians need to show their IDs and pass without delay. People with green or orange [Palestinian] IDs show permits and are allowed to pass as well (– that’s how it appears to us). A long line of cars is waiting to pass. 7:00, Ar-Ram. Pedestrians wait in the short line and pass easily; small children bypass the line and go through without being checked. The vehicles need to wait in the long line that moves slowly. 7:30, Qalandiya. Very crowded and noisy in the morning rush hour. Residents of Ramallah and the area are allowed to pass. Residents of Tulkarm, Jenin and the south (Hebron etc.) aren’t allowed passage. (The rules aren’t completely clear to me). We’ve seen 1 or 2 individuals who weren’t allowed to pass. In general, the traffic is moving. The pedestrian’s line is long and crowded (about 15 min); the kids’ bags are being checked. The vehicles’ line is even longer (about 25 min). We saw the new section of the 8-meter-high [Separation] wall that was built between Qalandiya and the Atarot airport. The passage at the checkpoint is a little bit easier – going in a straight line without overtaking the tiny hill next to the checkpoint barrier itself.

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.

      Checkpoints observed in H2:

      1. Bet Hameriva CP- manned with a pillbox
      2. Kapisha quarter CP (the northern side of Zion axis) - manned with a pillbox
      3. The 160 turn CP (the southern side of Zion axis) - manned with a pillbox
      4. Avraham Avinu quarter - watch station
      5. The pharmacy CP - checking inside a caravan with a magnometer
      6. Tarpat (1929) CP - checking inside a caravan with a magnometer
      7. Tel Rumeida CP - guarding station
      8. Beit Hadassah CP - guarding station
