CP 300, Ezyon DCO, El Khadr

Morning 14.4.05Observers:Diana, D-H, Mili M (reporting) When we approached CP 300 (Bethlehem) we saw Israeli and Jerusalemite flags flying in honour of an Isaeli-Palestinians Martahon and that was organized by the “Italians”and our ministry of Tourism. Azhar was conducting the affair quite enthusiastically. There was a sense of a festivity among the soldiers. A few detainees were waiting inside the CP apparently were caught elsewhere and sent to wait in the CP, as usual the soldiers of the CP did not know their whereabouts. No one was detained in the CP itself. In the entrance to the Tunnel road there was an flying CP which disappeared when we returned about an hour later. AL-Khader: Ali tells us that in DCO Hebron people are not allowed in, and they give a lot of problems with the magnetic card. He an other four people are working with a contractor of Bezek and they would not let the contractor in either. Somebody tell us that there is a long queue at the container since themorning. DCO Etzion: 2 people a few minutes before 8, the window opens at 8.10 The two people came out a few about a quarter of an hour later smiling – they got the permit. 1o minutes later about 10 more people are coming, they are all quite calm. One person is denied a permit because of the MUCHARABAT and D. gives him Phiras’ Telephone number.

Al-Khadr served as transit from Bethlehem to Route 60. A dirt mound prevent vehicular traffic from and to Bethlehem from the west. A small market developed there. Taxi ranks were on both sides of the obstruction. It was replaced by a similar obstruction at Al Nashash which has recently been removed and thus the way from Bethlehem to Hebron through Route 60 is now free.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
