DCL Etzion, Beit Omar Tues 28.08.07 Observers; Julia W., Rina H., Chana G., Rahel W. (reporting)We arrived at the DCL at about 1:30. There were just two men waiting inside. (It was very hot and stuffy and four other people preferred to wait outside). There was a civilian behind the desk but no soldier could be seen. With our broken Arabic we learned that the two men, who had never been picked up or convicted of anything were on the Shabach list and could not get permits. One of them had a magnetic card for four years and just now got this refusal. He asked for Sylvia’s number which we gave him. (Almost as soon as we saw him, he uttered the name “Sylvia”). The people waiting outside had a variety of problems. One was a woman(from East Jerusalem married to and living with a man in Bethlehem) who turned to the police because her husband was beating her. The police put him under house arrest which means that he can’t work (and can beat her some more!!), and she was trying to get his permit renewed so that he can return to work in Jerusalem.At Beit Omar, a young man approached us and asked for help. He was picked up in Qiryat Arba with a forged i.d. and was put in jail for a week. He turned to an Israeli lawyer, to whom he paid 2000 shekels, and the lawyer got him out of jail. But now, he has been summoned to the DCL in Gush Etzion to pay an additional fine. He is not concerned that much about the fine — he said that he could raise the money from his friends– but he is afraid that if he shows up at the DCL, he will be thrown back into prison. I am going to call the lawyer to clarify what the 2000 shekels were for, but would appreciate any other guidance about how to proceed with this.Returned to Jerusalem at 3:30 p.m.
