Last week, when we arrived before noon, the waiting room was full. They didn’t let anyone in till noon.  A large crowd was waiting. We decided to arrive next time in the afternoon. To our surprise, when we arrived this time at 15:15 there were only two cars at the parking lot and the waiting room was empty. We were told that many people arrived in the morning, and they were all let in and taken care of. Holders of an expired magnetic card, who wanted to get a new card, were not given a new card but their old card was extended by registering the extension on the computer. It is possible that the new practice of registering on the computer saved a lot of time. Those who did not have a magnetic card, were given a new card.

15:30 two young women came to renew their cards. According to them, they arrived in the morning, saw the crowded hall and decided to go home and return in the afternoon. They were let in immediately. The hall remained empty.
