We arrived at 9:30 and left at 15:30.
Etzion DCL: unlike Mondays at Bethlehem during the past few months, very few people were in the waiting room the whole time we observed. Nevertheless, the wait wasn’t short. We learned that it takes five minutes to issue a magnetic card. Since there are two stations at the DCL where cards are issued, you’d expect them to handle about 20 people an hour. We counted no more than 11 an hour who were served – a very slow rate.
People applying for permits entered without waiting.
Sylvia is the most wanted person in the territories; we gave some people her phone number and were given documents..
