Three of the five windows operate, and some of the dozenpersons who came while we were there managed to get what they came for,either at the “police window” or at the “magnetic- card window”. Others, whowere hoping to get permits (for medical needs, for family reunion) wererefused or sent back to wait for a final decision . We did not succeed inour attempts to help any of those persons.
