Etzion DCO Sunday, DEC. 5,04 PMObservers: Daniel B., Judith S., Aya L.We arrived at the DCL at 15:15 and found the shed completely full, and the counters empty. The police window was of course closed. Behind the glass we could see the soldiers, but none was called to approach the counters. The many people who were waiting surrounded us and complained that the whole day things are happening in a stacato pace. Azhar, over the phone, said there is a problem with the magnetic card machine, but promised to make an effort to push things forwards. Meanwhile the policeman, shouting towards us from behind the building, was trying to find out if anyone needs his services, and in response to the negative answer disappeared for a while. Most of the people who told us their story were in one of the endless stages of trying to get a magnetic card – namely, being asked again and again to come to the DCL, spend there many hours and being refused without any explanation and asked to come again. Others are exactly in the same mist but with the addition of a remark by the Shabak next to their name on the computer, which only a lawyer, if at all, will be able to remove, after being paid quite a lot of money. To two men who came in order to get a permit to take their daughters next day to an eye clinic in Jerusalem and were refused, we managed to help, just by receiving from soldiers their fax number, so that the clinic could send another invitation. Our mere presence might have been some kind of support, and the different phone numbers we gave to people may also help in one way or another, but the general feeling was of complete impotence in the face of this policy of attrition using mechanisms of attrition. One of people told us about the people of his village, who were disturbed recently, for the first time, as they were working in their fields. It no doubt seems to be prolog of what will end up being land confiscation. We left the DCL at about 17:30, and in the shed there was only one guy left, who was waiting for a meeting with the Shabak.Etzion CP: no security forces.El-Hader: Lots of people; no security forces.
