Hebron, Wednesday 7.12.05, AMObservers: Anat M. Haya H. Dana L. (reports)6:45 – 10:00No news is not good news, and Hebron is more dead than alive – as usual/Road 60 – no observable changes in routine. Only in the Sheep Junction we saw a tractor guarded by soldiers. No detained Palestinians were observed anywhere.Road 317 – We got a distinct impression that the earth barriers along the road were considerably raised up.In Hebron the soldiers at the barrier of Zir Tatpat got an order not to let us pass through to go to Tel Rumeda. They sent us to climb the stairs opposite Bet Hadasa, ! since this is the way to school. We climbed the steep and crumbling stairs, continued along a steep path until we reached a coppice and didn’t know how to go on, so we returned to the main road. We didn’t meet a living soul, though at the beginning of our shift we saw school girls climbing the same stairs. • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.

      Checkpoints observed in H2:

      1. Bet Hameriva CP- manned with a pillbox

      3. The 160 turn CP (the southern side of Zion axis) - manned with a pillbox
