Hebron Tuesday 13.12 6.30-9.45Observers: Neta (Jerusalem), Hagit B. (reports)Sansana – Enlarged number of soldiers from the BP who are in charge now of the area from Tarqumia to Sansana. The separation barrier is almost ready and vehicles are waiting to take Palestinans to work in the Israeli side. Almost no permits are valid for the recent dates.Road no. 60Children are walking along the road on their way to school and yellow taxis are rushing on the road. Daharia – Soldiers with a hammer collecting I.D cards from people who pass. The documents are given back when we arrive.Samoa – High dust piles all over.Dura – ElPawar – No soldiers are seen on the roadSheep J. – No military presence, people are passing from both sides. Baggage is delivered back to back.Humanitarian CP – No soldiers are seen, only in the tower, no traffic around.Shauch – Hebron – Children are still passing the dangerous road without any help.HebronWe met Neta at Kiriat Arba the entrence went smoothly.Pharmacy CP – Children are running to school, THIP people and the CPA volunteers are watching them. No demonstration was seen.Kasba CP – 6 young detainees. I try to check about them when the head of the near by bank arrives and asks to release one of them, who works in the bank. It takes 20 minutes till he is released while the others are still detained. The soldiers’ patrol with headed guns drives us away. Tel Rumaida – Some women settlers are keeping an eye to be sure we done no harm to the soldiers. The soldiers do not let us climb up to the CP so as to “avoid friction between the different populations”.We rushed back to Israel as our driver was in a hurry for his next job.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
