HEBRON AND SOUTHERN HEBRON HILLSThurs., June 28, 2007 Observers: Ofra B., Hagit B. (reporting)6:15-11:30 Today is two weeks since the High Court decision to remove the fence that was erected along 41 km of roads in the southern Hebron. Nothing has been done. The fence is still up.Mahsom Sansana: 6:45 – no one is there. Palestinians say the passage is usually fast without problem. We only need to see that it is open 24 hours a dayMahsom Ramadin:DesertedHighway 60 – highway 356 – highway 317: There is almost no traffic, very few people; all the barriers are in place, and perhaps even higher. It seems like the bulldozer has been working overtime, and the barriers are raised by dumping construction refuse.Samoa seems surrounded on all side. All the pillboxes are manned, but we don’t see any army vehicles. Where is everyone? In the fields the wheat has been harvested…donkeys and people walking along the sides of the roads to the water reservoirs with jerry cans.Dura/El Fuar : We speak to some villagers. They that what is happening in Gaza is sad, but it doesn’t affect their daily lives. Tzomet Ziv : at the grocery we speak to people, and hear the same story. We meet a man who tells us his wheat fields and orchard were burned down by the army – either maliciously or accidentally. (Ezra is helping him.)We meet Azam, the father of the little girl with cancer who we escorted to Tel HaShomer to be treated. The girl passed away, and the family needs help. We gave them clothing and money donated by others and passed on to us. Sad.Hebron: The same depressing scene. The town is deserted and in the cobblers and grocery store which under the Disputed House, we speak to Bassam, who gave us tea. The rumors of roadblocks put up by Palestinians in H-1 by Islamic Jihad and Hamas were true, but they were taken down very quickly. Not any more dangerous today than usual. But our presence is still important, that there are other Israelis, and not just settlers. According to border police 15 people are living at The Disputed House. The BP is below, the paratroopers on the roof. Tomb of the Patriarchs – a ceremony marking the changing of the commanders of the 202 Paratroopers Battalion is being conducted in the plaza in front of the tomb. Why?There are no detainees at ant of the roadblocks and only one soldier at each one, all the rest are at the ceremony. The settler girls are painting murals on the concrete walls surrounding the base in the e middle of Shuada Street. Tel Rumeida Machsom :We go up to the settlement without any problems. The civilian police car follows us wherever we go. They say they’re bored. We go home via Yatir Forest to show solidarity with the Bedouin whose houses were destroyed.

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
