Kharbatha Bani Harith: marking the army base and access road to it, that will divide the village into its northern and southern parts

We visited the local council of Kharbatha Bani Harith village and met the village council chairman, Omar Alian โ€“ an engineer by profession who studied in Algeria and worked for UNWRA.
The village number 3,800 inhabitants who own about 7,000 dunams of land. About 15% of the village area lies in Area B (supposedly under Palestinian civil control and Israeli military control), and the rest in Area C (under total Israeli control).

Landgrab โ€“ like many other villages in the West Bank, Kharbatha Bani Harith too has been damaged by the separation fence erected by Israel. In 2004 they petitioned the construction of the fence, contacts were held with the Israeli army in order to agree on a route acceptable to both sides. The first route offered by Israel separated the villagers from their farmlands. It was moved a bit but still did not solve the problem and they could not accept it. The Supreme Court accepted the stateโ€™s claim that โ€œโ€™security needs necessitate completing the fence as soon as possibleโ€, and that damage to the petitioners did not seem serious. Palestinians are robbed of their land and the judges of the Supreme Court do not see this as serious damage and bless the land grab.

In 2007 a boulder barrier was placed on the road exiting Kharbatha Bani Harith towards Ras Karkar (the Post Junction, road 463). This barrier prevents the surrounding villagers from traveling east to Ramallah and ever since they must use bypass roads that demand a longer ride.

The Jewish settler-colonies in the area are Kiryat Sefer-Modiโ€™in Ilit, Nili, and Naโ€™ale.

The army plans to construct an army base on the lands belonging to the villagers. The landowners are bringing legal suit against the army. Our host was not sure whether they are assisted by a lawyer. The road to the army base will divide the village into north and south parts.

The entire region is hilly and rocky. Olive trees are planted in every bit of accessible land. All in all they own about 1000 dunams of olive groves.

Livelihood: some of the villagers are employed by the Palestinian Authority, some in the Jewish settler-colonies, and a small number work in Israel-proper, entering it through the Naโ€™alin checkpoint.

In addition to the โ€œofficialโ€ landgrab, hills-youth have settled on the hilltop above the village in order to take over the farmersโ€™ lands and steal the olive trees. Their living structure is equipped with solar panels for electricity and a water tanker. From their high vantage point the boys observe the villagers, and as soon as anyone enters his area to tend to the olive trees, they descend, armed, and chase him away with stone-throwing. Soldiers serving in the area are naturally welcome guests. As in many other cases, the present structure will soon be joined by others and in the near future this will turn into a new settler-colony. At first it will be considered illegal, and eventually turn into a permanent community.

We drove with our Hebrew-speaking host in his vehicle around the village, he told us that in talks he had with soldiers he heard from them that his claims are justified but that the soldiersโ€™ job is to protect the youths, these are their instructions. And instructions, as we well know, must be followed.

Water โ€“ thereโ€™s a problem. The village receives an insufficient allotment of water from the Israeli Mekorot water company. The village has placed a request to increase it about two months ago. Inside the village only a few water holes exist. Water pressure is low and the water does not reach houses situated in higher spots.

Electricity โ€“ no problems.

There is a recreation park nearby, built by Bir Zeit University. The bosses on the hilltop (Jewish hills youth and settler-colonists), armed with pistols, do not allow Palestinians to approach it, and thus the beautiful, well-planned site remains closed and inactive.

Ras Karkar โ€“ We arrived at 1 p.m. and the council house was already closed. We entered the grocery and heard from the storekeeper that they have many problems with the Jewish settler-colonists. We promised to return some other day.

On our way back we stopped at the nursery near the Habla checkpoint. Soon the soldiers there will be replaced. Here people hope that the soldiers will treat them fairly. At least that. The Occupation authorities enables passage at Habla checkpoint only of vehicles carrying plants. Flower pots, blocks and other agricultural products must go through Eliyahu checkpoint to undergo careful inspection.
