| Afternoon

Qalandiya 4/5/2004 Watchers: Aya K., Irus B., Roni H. (reporting), 3 guests Ar-Ram, 15:15. One Palestinian ambulance and 2 Israeli ambulances waiting at the checkpoint since 14:50. In the Palestinian ambulance, a 60 year old man from Ramallah, suffering from recurrent (2) heart attacks, being treated incessantly by the accompanying physician, who is busy to resuscitate him and to connect him to life supporting devices. In order to get to Hassah Ein Karen hospital, the patient has to be transferred back-to-back to an Israeli ambulance (no Palestinian ambulances allowed in Jerusalem!). But there is no physician in the Israeli ambulance which has arrived, and the Palestinian doctor, who could accompany the patient, has no permit to enter Jerusalem. Without the attendance of a physician, the patient cannot be transferred and transported. Hectic, feverish activity: We try to reach Dahlia Bassa and PHR, without success. At last, at 15:30, arrives an intensive care unit ambulance of Magen David Adom with a physician. They begin the process of transferring the patient, which is a painful sight in itself, and the Israeli doctor takes over. At last, at 15:40, the ambulance takes off to Hadassa. 50 minutes delay in a case of heart emergency!!! Very Bad luck to have a heart attack, but even worse to be a Palestinian who suffers a heart attack!(PHR are informed about the incident) Qalandiya, 16:00. On the hill next to the fence we see the 8m high concrete blocks for the wall, most of them still lying on the ground, ready to be installed alongside the fence. A real nightmare! The checkpoint is very busy. There long lines of pedestrians. We hear from Eran, the CP commander, that they have received new orders in the last hour, to allow passage only to residents of Ramallah area. All the others, even with permits, are refused. Why? He does not know. This creates the well-known sights at Qalandiya, of people being returned north without understanding what has changed from yesterday to today. Eran is trying his best to apply his good judgment, but the new orders are binding and many people are sent back. Aya tries to find out if these new regulations and order are given with the authorization of the higher command. All her inquiries with the different departments of the Army give the same result: No one knows about them, but Eran insists. Qalandiya of yesterday afternoon has become again the old, well known problematic checkpoint, where so many people get stranded.By the way, Eran and his unit have come to the conclusion, that MachsomWatch is good for the Jews!
