Hebron Hills Sunday 9.10. 05 AMObservers Elena L, Edna S (reporting)6:45 -9:45Ramadin CP: a lot of traffic. 4 young men were detained. Their IDs had been taken and they sat waiting for the IDs to be returned. According to the officer in charge they were caught trying to sneak through the fields in the direction of Ramadin. Both he and the detainees estimated that they had been waiting for about an hour when we arrived – this was the soldiers’ method of “reeducation” .The CO said one of the four had answered a question “cheekily”-“So let them sit”, he said to us. The officer was aware that he could hold the detainees for 3 hours. He allowed the 4 to sit in the shade. After about 40 minutes we left having first given the detainees out telephone number and asking them to phone us when they were released. They didn’t call us.Because of the time we spent at Ramadin we were too late to see the army escort of the Umm Tuba children to Twani school. We rang Juma and left a message to ask if all had gone well. Route 317: > an empty private car was stuck on the dirt barriers alongside the road –apparently having tried and failed to cross. Zif Junction: Open. 2 soldiers were standing guard next to the gate. Ditches were being dug nearby apparently in order to lay down water pipes.Shiyukh- Hebron crossing: On the Hebron side ( the girl’s school) pedestrians still have to climb over the dirt barrier –with the prospect of getting covered with mud when it rains ( see request of headmistress reported in September summary)Sair- Halhul East: open to traffic in both directionsHalhul -Hebron bridge: open Idna CP: open; no soldiers on the ground.Humanitarian Gate: Closed. There was a military ambulance waiting on the side of route 35 and a white van waiting on the Hebron side –facing Hebron.Sheep’s Crossing: Open to pedestrians – a car which had tried to cross the dirst barriers had got stuck.,br>Dura -el Fawwar Crossing: open to cars and pedestrians. A Hummer was parked at the roadside and there were three soldiers on the ground but they were not checking the Palestinians’ papers. Dahariya: the gate was open but the road blocked with boulder.Apart from Ramadin, very little traffic was observed.

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.

    • Ramadin and Arab al-Furijat, were established in the suburbs of Dahariya by Bedouins who came from the Be'er Sheva area after 1948. The village of Ramadin, numbers about 6,000 people, is located on the eastern side of the separation barrier. The checkpoint that was established at the entrance to the village (crossing by list only) to prevent passage to Israeli territory was removed in October 2007, and the road to the Meitar checkpoint leading to Israel is open.

    • Zif Junction located on the crossroads that directs towards Road 356 to Yata. Yata is the district city of the southern Hebron Mountains. Usually, this junction is open to traffic. The nearby pillbox is unmanned. But the army and police are present occasionally, sometimes setting up a checkpoint and sometimes detaining residents from the big city. Often,  the Israeli policemen inspect vehicles and distribute driving reports to Palestinian vehicles. s
