South Hebron, Thursday 17.3.05, AMLea Y, Hagit B (reporting)We set out at 7:45 and returned at 9:00At Sinsana CP there is a new BP company and one one of the policemen stops us for a while and tries to find out if we intend to go into Hebron . He´s worried about our safety and almost hauls me off for a polygraph test when I tell him that we never enter Area A.Lavi regiment has left for advanced training and for furlough and a reserve regimnet is now in control of the sector.Road 317Livneh CP – a proper army base has been set up there and a bulldozer is in the parking lot. There are no detainees but the bulldozer tracks are visible on the big new dirt barriers along the sides of the road together with large new stones set up to ensure that the apartheid roads will segregated. Approaching Mitzpeh Ashael one can see, I believe, the preparations for another illegal outpost to be set up-the blue barrels of th esettlers and the odd caravan and the beginning of a new road. The reservists stop two Palestinian cars at the roadside – one belonged to a Palestinian without his ID who tells them that he is on his way to Beit Yatir and that man in charge of security there is a friend of his. The Palestinian gives the phone number of the security man and it turns out that the two have indeed fixed up a rendezvous and so the reservist lets the Palestinian drive on – (mpst wonderful are the ways of the conquest)..The second car carried seven Palestinians who evaded the CP and they are being held up pending the examination of their IDS. They were released –but why stop them in the first place?Arad CP- manned by reservists – there are no Palestinians present. Khirbet Tawani -once agin the fantastic parade of children being escorted to school by the army. We learn that the army drives slowly which is fine, but the police drive fast and the kids have to run after their jeep. Once again the sense of frustration that that is how things have to be. We met two young women from CPT.The road to Yatta is blocked as usual with new dirt piles and beautiful new stones that I., our driver, tells us could be used to make a lot of marble and what a waste is involvedRoute 356Zif junction – the gate is open. There is increased traffic on the road of donkeys and Palestinian taxis. Route 60 : the approaches to Beni Naim and from all sides of Hebron are still blocked. On the main road the reservists stop a large truck which has come from a stone processing factory because the dirver has tried to use the apartheid road. They take his ID and tell me that by the time I finish my cigarette he’ll be released, and they keep their word – so why stop him at all? My impression is that they simply did it out of boredom, though they claim they are patrolling the road.Halhul East – the huge flag has been taken down from the pillbox. The Humanitarian CP –route 35 –route 60 : the gate is closed and there is no traffic, the pillbox is manned. Halhul –Hebron bridge: traffic flows freely. There is little traffic on the road but there are Palestinian taxis.Shiyukh Sair crossing – only a few pedestrians and there are Palestinian taxis on either side. Sheep’s Crossing –ditto. Dura –el Fawwar crossing –ditto. The entrance to Samoa is blocked by newly raised dirt barriers and the beautiful stones. The turn off to Dhariya: the gate is open.At Sansana CP the policeman who stopped us earlier smiles and says : “You returned safely”. I saw none of the alleviations that have been promised –what are they talking about?

    • According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
