Hebron Hills Monday 13.2.06 -15th of Shevat. AMObservers: Elena L. Yael Z (reporting)6:45-9:20Because of the incident last Thursday, we didn’t enter Hebron, confing ourselves to the surrounding CPs. On the whole, the roads were quiet.Sansana – lively motor traffic in both directions. The soldiers were only checking the vehicles entering Israel. A handful of workers passed through the CP on their way to work.Ramadin – Border police are now manning the CP. We arrived while they were changing the guard and before the children had passed through on their way to school.Route 317Susia, Tawani, Ma’on , Carmel – the road was empty.New houses have appeared on the hill east of Carmel- is this construction legal?Zif Junction: Closed. On the road there was a flying CP manned by soldiers with cocked guns. Palestinian commercial vehicles were observed traveling safely on the road.Shiyukh- Hebron: Lively pedestrian traffic in both directions. A single military jeep was guarding the passage.East Halhul –Sa’ir: taxis and commercial vehicles were crossing in both directionsRoute 35The Humanitarian Gate was closed –no army presence on the groundHalhul- Hebron bridge: openIdhna: The road into Idhna is barred with cement cubes. The Palestinians at the CP report that this has been the situation for at least the last two months. The owner of the grocery store at the junction (on route 35 just beyond the CP) told us that he has to transport his merchandise in a wheelbarrow, 6 times a day.Route 60Sheep’s crossing: Closed to motor traffic as usual. A few pedestrians were seen crossing in both directions.Dura –al Fawwar – open to cars and no military presence on the road.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.

ramadin

Ramadin and Arab al-Furijat, were established in the suburbs of Dahariya by Bedouins who came from the Be'er Sheva area after 1948. The village of Ramadin, numbers about 6,000 people, is located on the eastern side of the separation barrier. The checkpoint that was established at the entrance to the village (crossing by list only) to prevent passage to Israeli territory was removed in October 2007, and the road to the Meitar checkpoint leading to Israel is open.

A relatively affluent suburb of Palestinian Hebron. West of Highway 60 leading from Bethlehem to Hebron. The entrance to Highway 60 and to Shuyukh and Beit Einun to the east is open, but is subject to changes - concrete blocks denying passage are stationed according to the needs of the army.

Zif Junction

Zif Junction located on the crossroads that directs towards Road 356 to Yata. Yata is the district city of the southern Hebron Mountains. Usually, this junction is open to traffic. The nearby pillbox is unmanned. But the army and police are present occasionally, sometimes setting up a checkpoint and sometimes detaining residents from the big city. Often, the Israeli policemen inspect vehicles and distribute driving reports to Palestinian vehicles. s
