Tarqumiya Thursday morning, 21 October 2004,Observers: Elena L., Yael Z. (reporting)We arrived at the checkpoint at 07:00, the hour of its opening, according to the DCO [IDF Civil Administration office, that issues passage permits]. A long line of about 20 Israeli trucks were waiting to pass towards Hebron. Only at 07:30 were they allowed to begin crossing, although there were many soldiers standing around.No laborers (pedestrians) were queued up. The soldiers told us that the checkpoint had opened at 05:00 as usual (!).According to the soldiers, only about 20 laborers crossed the CP. Only those holding a current tasrikh [passage permit] with a stamp showing it was issued by the DCO after the closure was lifted, were allowed to pass. We turned around and left.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
